Job Description and Duties
Under the direction of the Quality and Planning Division Chief (Staff Services Manager III), Emergency Medical Services Authority (EMSA), the Health Program Manager II has full responsibility for the day-to-day management operations of the EMS Plans and Specialty Programs Section, which consists of professional staff and one support staff.
The HPM II has statewide responsibility involving independent decisions for highly sensitive programs with great program, policy, fiscal impact, and serious consequences of action and utilizing effective management skills/tools (e.g. communication, project management, workload tracking/monitoring, staff development, etc.).

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- State Agency/Department Administration knowledge and experience.
- Strong analytical and problem-solving skills. Strong written and verbal communication skills.
- Experience organizing and establishing workload priorities in a high-volume, fast-paced environment.
- Experience with overseeing and performing the preparation of budget documents for the future budget year (Budget Change Proposals, Planning Estimates, Galleys and Schedules, Budget Reduction drills/plans, internal Program Budget Cost and Allocation Plans) and for the current year (Monthly Expenditure Summary Reports, Budget Revisions, etc.).
- Ability to direct, review, and coordinate the transmission of department reports to the Legislature and the Governor, and respond to queries of the contents.
- Broad Leadership experience and the ability and desire to motivate and train personnel on administrative functions.
- Demonstrated attention to detail, organizational skills, and self-motivation.
